Oli sees no ground to retain prez, wants fresh polls



KATHMANDU, FEB 07 - CPN-UML Parliamentary Party leader KP Oli has demanded the House begin electoral process to elect the new president and vice president at the earliest.

Speaking at the Legislative-Parliament session on Friday, leader Oli said the new CA does not recognise the old president. "This is not the continuation of old CA, this is a new one," said Oli, "This CA does not recognise the old president and vice president."

He demanded the parliament prepare agenda to elect new president and vice president and the speaker before initiating other important tasks. He argued that the Nepali Congress (NC) cannot push for continuing the old president and vice president against democratic principles.

He went on to argue that the president, who was firstly elected for two years ha already held the post for six years altogether, cannot be retained in the post for next four years.

"The term of CA initially elected for two years was extended to four years, the president remained in the post for six years including the two years of transition," said the UML parliamentary party leader. "Though the parties have committed to draft the new constitution in one year, the term of parliament is four years according to the constitution and it might take another four years for next election s, should the president remain in the post for 14 years?"  

Leader Oli said that either the parliament should endorse the tenure of President Ram Baran Yadav or should thank him for his past works and elect a new president. He further said that no one should continue in any post without endorsement in a democracy just because he was good.

He put forward the example of the resignation by China's President Hu Jintao, who is credited for elevating China as the world's second largest economy, after 10 years.  

Saying that the issue of election to the post of president and vice president is not a personal matter, Oli remarked that no one can move forward against rule and procedure. "Is not this CA dominated by democratic forces good?" he argued, "Does it mean it should be given continuity forever."

Likewise, UCPN (Maoist) leader Giriraj Mani Pokharel lent his support to Oli's statement.

Addressing the House session, the UCPN (M) leader said leader Oli has raised a justified issue and the old president should not be given continuity against democratic norms and values.  

He said it was not his personal but the party's view that the president should be changed.

On the other hand, NC leader Arjun Narsingh KC claimed that the president cannot be changed against the constitution without amendment of constitution, resignation or impeachment against the president.
