Education Savings Plans
A state-sponsored Section 529 plan is a flexible program designed to help people accumulate money to pay higher-education costs. It offers incentives such as tax-free distributions when used for qualifying higher education expenses. A distribution from a 529 plan that is not used for qualified educational expenses may be subject to income tax and an additional 10% early-distribution penalty.

Formerly known as an education IRA, the Coverdell education savings account (CESA) enables parents, grandparents or others to set aside up to $2,000 each year to help pay higher-education expenses. Earnings accumulate tax deferred and withdrawals are tax free and penalty free when used for qualifying higher education expenses. In addition, distributions for qualifying elementary and secondary school expenses will be permitted and may qualify as tax-free expenditures.
